Introduction

Jack Stevens is Professor of Management and Organization, Associate Dean for Undergraduate Programs, and Director of Outreach in the Smeal College of Business at Penn State. His research has emphasized managerial strategy, managerial commitment, policy implementation, business-government relations and the use of information systems in decisionmaking. He has been principal, co-principal, or associate investigator on multi-year and shorter term research projects ranging from federal human resources policies to the transfer of intellectual property and technology from universities to business. Professor Stevens has had his research published in books on information systems and business-government relations. His research has also been published in journals such as the Academy of Management Journal, Strategic Management Journal, Organization, Journal of Management, Public Administration Review, Policy Studies Review, International Journal of Technology Management, and Public Management and Public Productivity and Management Review, among others. In 1997, he was recognized by the Academy of Management Journal as one of the ten most cited authors in the past 40 years of the journal. Dr. Stevens has served as Graduate Program Officer for two different Master's programs at The Pennsylvania State University and Visiting Professor at the Corporate Environmental Management Program at the University of Michigan School of Business. He has served on the editorial boards and as a reviewer for several management journals. Dr. Stevens has been a faculty leader in several executive education programs in universities and federal government. He has also consulted on organizational strategies, structures and design, information systems, stakeholder management, and human resource policies for private, federal, state, and local government sectors.
